Planning Board Public Hearing #2 2017-10-10

Notice of Public Hearing

There will be a Public Hearing before the Sharon Planning Board concerning revisions to the Planning Board’s Rules of Procedure and to proposed amendments to Zoning and Building Ordinance and the Land Subdivision Control Regulations.
The Hearing will be held at the Sharon Meetinghouse on Tuesday, October 10, 2017 beginning at 6:30 PM.

Zoning and Building Ordinance: Article XXV: Accessory Dwelling Units.
  1. Under Requirements and Limitations: to remove the requirement of a separate Post Office Box.
    1. Add a requirement that if the primary or ADU serves as a Bed and Breakfast unit, it must also fulfill requirements of approval by the Zoning Board of Adjustment.
    2. Amend Article XXV.D: Owner Occupied, to clarify the restriction that the primary residence/ADU may not become a condominium or any other form of legal ownership.

Zoning and Building Ordinance: Article IV.A: Provisions Applicable to All Districts – Land Requirements, indicate that or any lots within or partially within an overlay district, the setbacks indicated for such overlay district would prevail.

Land Subdivision Control Regulations:

  1. With regard to Section II: Definitions, an “Abutter” was defined twice within the articles.  It was determined appropriate to remove the definition listed in Section II.i.
  2. With regard to Section IV: General Requirements for the Subdivision of Land: to delete the setbacks listed within this regulation and reference setback requirements in the Zoning and Building Ordinance, Article IV.A.

Article VII:B.2.b. of the Sharon Zoning and Building Ordinances requires that applicants seek a Special Exception from the Zoning Board of Adjustment to operate a Home Based Business.

Notice of Public Hearing to accept and expend funds

The Sharon Board of Selectmen will hold a public hearing on Tuesday, August15, 2017 at 6:00 pm at the Old Brick Schoolhouse for the purpose of accepting and expending additional Highway Block Grant Funds from the State of NH.  The regular meeting will start at 5:30 pm at the Old Brick Schoolhouse.

Board of Selectmen Summer Meeting Schedule

The Board of Selectmen will hold one meeting in the month of July on Tuesday, July 18, 2017 at 5:30 pm at the Meeting House.

There will be one meeting in August on Tuesday, August 22, 2017 at 5:30 pm.  Please note that this meeting will be held in the Brick School House.

at the Sharon Meeting House for the purpose of discussing the condition of certain bridges within the Town of Sharon and other road related issues.

Town Clerk Increasing Hours

The Town Clerk will be increasing her hours one hour per week.  Town Clerk hours are now 4 pm to 7 pm each Tuesday.

EARTH DAY CLEAN UP

Earth Day Cleanup

The Sharon Conservation Commission will be holding the annual town-wide cleanup on April 22. Anyone is welcome to participate. Just come to the Sharon Town House between 9 a.m. and 11 a.m. to get blue bags, to pick a road (or section of road) to clean up, and to receive basic instructions.

Absentee Ballots!

The Sharon Town Clerk will be available from 3 pm to 5 pm on Thursday, March 16, 2017 for absentee ballots only.   A reminder, the Town Clerk's email is sharonnh.townclerk@gmail.com.

2017 Voting and Town Meeting Postponed to Friday March 17, 2017

Hi,

Due to the promised inclement weather for Tuesday I am postponing Town Meeting and Voting to Friday March 17th.

We are expecting snow to start around 7 am and continue all day and night. Expected accumulation is anywhere from 10 to 20 inches with high winds. A perfect night to cuddle around the wood stove.

On Friday March 17th, polls will open at 11 am and will remain open until 7 pm.
From 7 pm to 8 pm we will count votes and set up chairs for the meeting.
The Meeting will start at 8 pm.

Volunteers are needed to help set up the Meeting and to count the votes. Those who wish to help count, please me me know directly by email at goff.rpg@gmail.com. The more volunteers we get the more likely it is that we will start on time.

See below for information on absentee ballots. One of the acceptable reasons for requesting an absentee ballot is work, or travel to/from work, contact the Town Clerk at 924-9250.

* Absentee Ballots. 
If the day for voting is postponed, the law as applied to absentee balloting does not change.  As provided in 657:15 the town clerk still is required to provide absentee ballots in response to verified absentee ballots requests until 5:00 pm on the day before the election.  If [the] moderator postpones the voting day to Friday, March 17th, the town clerk would be required to provide absentee ballots in response to verified absentee ballot requests until 5:00 pm on Thursday, March 16th

RSA 40:4 Duties. – 
    I. The moderator shall preside in the town meetings, regulate the business thereof, decide questions of order, and make a public declaration of every vote passed, and may prescribe rules of proceeding; but such rules may be altered by the town.
    II. In the event a weather emergency occurs on or before the date of a deliberative session or voting day of a meeting in a town, which the moderator reasonably believes may cause the roads to be hazardous or unsafe, the moderator may, up to 2 hours prior to the scheduled session, postpone and reschedule the deliberative session or voting day of the meeting to another reasonable date, place, and time certain. The date originally scheduled shall continue to be deemed the deliberative session or voting day of the meeting for purposes of satisfying statutory meeting date requirements; provided, that in towns or districts that have adopted RSA 40:13, the postponement shall not delay the deliberative session more than 72 hours. The moderator shall employ whatever means are available to inform citizens of the postponement and the rescheduled deliberative session or voting day.

To the inhabitants of the Town of Sharon, New Hampshire, in the County of Hillsborough, qualified to vote in Town affairs:

You are hereby notified to meet in the Sharon Meeting House in said Town on Tuesday, March 14, 2017 at 11:00 in the forenoon to ballot for Town Officers and other questions required by law to be decided by ballot. The polls will be closed at 7:00 P.M. The business meeting will start at 8:00 P.M. on the same date at the Sharon Meeting House.

ARTICLE 1.  To choose all necessary Town Officers for the year ensuing. (By Ballot)

ARTICLE 2.  To cast your ballots on the proposed amendment(s) to the Sharon Zoning Ordinance for Article’s XXV: Accessory Dwelling Units; VII: Rural-Residential District; Article IX: Building Regulations. (By Ballots)

ARTICLE 3.  Are you in favor of changing the term of the town clerk from one year to 3 years, beginning with the term of the town clerk to be elected at the 2018 regular town meeting?  (By Ballot)

ARTICLE 4.  Are you in favor of changing the term of the tax collector from one year to 3 years, beginning with the term of the tax collector to be elected at the 2018 regular town meeting?  (By Ballot)

ARTICLE 7.  To see if the Town will vote to raise and appropriate the sum of $1,500 to be placed in the Brick School House Maintenance Fund, Account 4915.8 previously established, or take any action relative thereto.  This article is designated as a special warrant article under the provisions of RSA 32:3,VI(c).  The selectmen recommend this article.


ARTICLE 8. To see if the Town will vote to raise and appropriate the sum of $2,000 to be placed in the Welfare Services Non-Capital Reserve Fund, previously established by Warrant Article #8, March 8, 2016 Town Meeting under the provisions of RSA 35:1-c, or take any other actions thereto. This article is designated as a special warrant article under the provisions of RSA 32:3,VI(c).  The selectmen recommend this article.

ARTICLE 9.  To see if the Town will vote to raise and appropriate the sum of $20,000 to be placed in the Town Highway Repairs Fund, Account 4915.3 previously established, or take any action relative thereto. This article is designated as a special warrant article under the provisions of RSA 32:3,VI(c).  The selectmen recommend this article.

ARTICLE 10.  To see if the Town will vote to raise and appropriate the sum of $10,000 to be placed in the Town Bridge Fund, Account 4915.3 previously established, or take any action relative thereto.  This article is designated as a special warrant article under the provisions of RSA 32:3, VI(c).  The selectmen recommend this article.

ARTICLE 11.  To see if the Town will vote to pay the Town Clerk a salary in lieu of any statutory fees, as per RSA 41:25.  (If approved this change would take effect in 2018 and the salary would be included in the compensation schedule)

ARTICLE 12.  To see if the Town will vote to adopt the provisions of RSA 72:28-b the “all veteran’s property tax credit”.  If adopted the credit will be available to any resident, or the spouse or surviving spouse of any resident, who (1) served not less than 90 days on active service in the armed forces of the United States and was honorably discharged or was an officer honorably separated from service, and (2) is not eligible for and not receiving the credit for veterans who served in a qualifying war or armed conflict or for veterans with a service-connected disability.  If adopted, the credit will be in the amount of $300.00, which is the same amount as the credit for a veteran who served in a qualifying war or armed conflict.  If the credit is adopted, any person desiring to claim the credit will be required to file an application with the selectmen or the assessors by April 15 of the tax year.

ARTICLE 13.  To transact any other business which legally shall come before this meeting.
