ZBA - Site visit to San-Ken property and continuation of hearing

As part of the hearing into the application by San-Ken Homes, Inc., the Sharon Zoning Board of Adjustment has scheduled a site visit to tour the property where the proposed gravel excavation will be done.

The site visit will take place at noon on Saturday, December 12, 2015.  The public is welcome to attend--please enter the property using the driveway located on the west side of NH Route 123, about 100 yards south of the intersection with Nashua Road.

At 1:30 pm on the same day (Saturday, December 12, 2015), the ZBA will re-convene at the Sharon Meeting House to continue the hearing into the application by San-Ken.  The public comment portion of the hearing has not been closed, so abutters and members of the public will still have the opportunity to ask questions or make comments.

Records Management Committee

The Sharon Records Management Committee will meet at 3:00 pm on Monday, December 7, 2015 at the Sharon Meeting House.

ZBA Hearing - Continued to December 8, 2015

The Sharon ZBA met on October 20, 2015 to consider an application from San-Ken Homes, Inc. to excavate gravel on parcels they own on Nashua Road.

One of the ZBA members has recused himself, leaving only four people on the Board to hear the case.  As is their right, San-Ken asked that the hearing be continued until an alternate could be appointed so that the case could be heard by a full five-member board.

The Board voted to continue the hearing until 7:00 PM on Tuesday, December 8, 2015.  Because this action was taken in an open meeting, no further notice is required.

As a follow-up, at their meeting last Tuesday, the Sharon Selectmen appointed Rich Dufresne to be an alternate to the ZBA.  This action means that there can be a full five-member board available to hear the San-Ken case on December 8th.

Extra Meeting - Selectmen - November 24, 2015

The Sharon Selectmen have scheduled an extra meeting for 4:30 PM on Tuesday, November 24, 2015 at the Sharon Meeting House.

It is expected that the only item of business will be to approve and sign the Tax Warrant so tax bills can be issued before the end of the month.

14th Annual Sharon Community Tree Lighting

Willard Bass Park, Route 123
Sunday, December 6, 2015, at 5 pm

Come to sing a carol, hear members of the Temple Band, visit with neighbors and welcome the season.  Bring a treat to share as we warm up at the Meeting House up the street after lighting the tree.

Bass Park, founded in 1891, is supported solely by private donations.  Your generosity will be appreciated when we “pass the hat” to defray costs such as the sign and fence at the Park. Future plans include replacing the picnic tables. Checks payable to Trustees at Willard Bass Park or cash would be lovely.

Planning Board Hearing - November 10, 2015

The Sharon Planning Board will hold a Public Hearing on November 10, 2015, 6:00 pm, at the Sharon Meetinghouse.  The Board will consider a proposed amendment to Article XII: Zoning Board of Adjustment.  The amendment will bring the current article into compliance with relevant RSA's. The proposed wording is shown below:


PROPOSED AMENDMENT

The Selectmen shall make appointments to a Zoning Board of Adjustment of five (5) members and up to three (3) alternative members, each serving three (3) year terms. This board shall have the powers authorized in Chapter 674 and operate under procedures described in Chapters 676-677, New Hampshire Revised Statutes Annotated, 1990, as amended. Vacancies occurring other than through the expiration of a term of office shall be filled by appointment by the Selectmen for the unexpired term (RSA 673:12-II). The members of the Board of Adjustment shall serve without remuneration.

Zoning Board of Adjustment - Application for Earth Excavation

The Sharon Zoning Board of Adjustment will hold a hearing on Tuesday, October 20, 2015 to consider an application by San-Ken Homes, Inc. for a Special Exception for Earth Excavation.  The hearing will be held at the Sharon Meeting House and will begin at 7:30 pm.

The applicant proposes to remove 69,300 cubic yards of material from parcel 3-38 (south side of Nashua Road).  The material would be transported to NH Route 123 via a driveway across parcel 3-38C.

Conservation Commission - Change of October Meeting Date

The Sharon Conservation Commission will change its regular meeting date of October 27 to a new date of October 13, at 6:30 at the Meeting House in Sharon.

Planning Board Hearing - September 8, 2015

The Sharon Planning Board will hold a public hearing on Tuesday September 8, 2015 at 6:00 pm to discuss the following:

    1.  Amendments to Article XXIV: Small Wind Energy Systems, to also provide for the regulation of Small Wind Energy Systems that provide kinetic energy for use to pump water, gist mills, etc.

    2.  To add Article IV: Provisions Applicable to All Districts, Section H. Abutter to the Zoning and Building Ordinance, and to replace existing definitions of abutter in Land Subdivision Regulations, Site Plan Review Regulations and Large Wind Energy Systems with the following:

Abutter means:
(a)   Any person whose property is located in New Hampshire and adjoins or is directly across the street or stream from the land under consideration.
(b)  For the purposes of receiving testimony only, and not for the purposes of notification, the term ”abutter” shall include any person who is able to demonstrate that their land will be directly affected by the proposal under consideration.
(c)   In the case of an abutting property being under a condominium or other collective form of ownership, the term “abutter” means the officers of the collective or association as defined in RSA 356-B:3, XXIII.
(d)  For purposes of notification and receiving testimony, abutter means all affected towns and the regional planning commission(s) in the case of a development having regional impact, as determined by the Board.

Selectmen's Meeting - Change of Location

The Sharon Selectmen's meeting scheduled for Tuesday, August 18, 2015 will be held in the Brick School House rather than the Sharon Meeting House.  The time of the meeting is unchanged; the meeting will begin at 5:30 PM.

The change in location continues a tradition begun last summer as a way to recognize--and use--the historic building, built in 1832.

Town Clerk/Tax Collector

At their meeting last night, the Sharon Selectmen accepted the resignation of Lisa Hall as the Sharon Town Clerk/Tax Collector.

Several important notes:

  • The Deputy, Juliana Kazanovicz, will be handling Town Clerk and Tax Collector responsibilities until a new person can be appointed, trained and certified by the State.
  • Town Clerk hours for Tuesday, July 28 will be 2:00 pm to 7:00 pm.  However, beginning in August, Town Clerk hours will revert to the former schedule--Tuesday evenings from 5:00 pm to 7:00 pm.
  • Finally, if you are interested in serving as Town Clerk/Tax Collector, please contact Juliana Kazanovicz via email at Sharon03458@gmail.com or by calling either 924-9250 or 831-0901.  You may also contact any of the Selectmen.

Selectmen - Additional Meeting on August 4

The Sharon Selectmen have added an additional meeting to their summer schedule.  The additional meeting will be held on Tuesday, August 4, 5:30 PM at the Sharon Meeting House.

Planning Board - Special Meeting

The Sharon Planning Board will hold a special meeting on Thursday, July 23, 2015.  The meeting will begin at 5:30 pm and will be held at the Sharon Meeting House.

The purpose of the meeting is to review and approve the Board's statement concerning the pipeline being proposed by Northeast Energy Direct.

Town Clerk/Tax Collector Office Hours


IMPORTANT NOTICE

Effective July 7, 2015 the TOWN CLERK/TAX COLLECTOR’S office hours are changing.

NEW OFFICE HOURS ARE AS FOLLOWS:
Tuesdays from 2:00 PM – 4:00 PM
Every fourth Tuesday (extended hours) from 2:00 PM – 7:00 PM

For those who absolutely cannot make it during these hours you may schedule an appointment.

Please note:  As an elected official, the Town Clerk may set his/her own office hours.  That said, the Sharon Selectmen have gone on record to say they do not support the change in office hours for the Town Clerk.  The Selectmen feel that the new hours will be far less convenient and will make it more difficult for residents to take care of car registrations, obtain dog licenses, etc.  Questions and comments about the change in hours should be addressed directly to the Town Clerk/Tax Collector.

Selectmen - Summer Meeting Schedule

As they have done for a number of years, the Sharon Selectmen will meet just one time each month during the months of June, July and August.  All meetings will begin at 5:30 PM and will be held at the Sharon Meeting House.

August 18, 2015

In September, the Selectmen will resume their regular schedule of meeting on the first and third Tuesday of each month.

In addition to the meetings noted above, the Sharon Selectmen will hold a special meeting on Tuesday, June 2, 2015.  The single item on the agenda will be a non-public session to discuss a personnel matter under the provisions of RSA 91-A:3, II(a).  This meeting will begin at 5:00 PM.

Selectmen - Special Meeting

The Sharon Board of Selectmen will hold a special meeting on Thursday afternoon, April 30.

The Board will meet with representatives of the Federal Emergency Management Agency (FEMA) to discuss possible reimbursement for extraordinary expenses incurred by the town during the severe snow event in January.

The meeting is expected to begin at 1:00 PM, however the exact time is dependent on when the representatives from FEMA arrive.  The meeting will be held at the Sharon Meeting House, 432 Route 123, Sharon, NH.

Town Roadside Clean-up Day - Saturday, April 25

The Sharon Conservation Commission has set the date for Town clean-up day:  Saturday, April 25.
 
Blue trash bags will be available at the Meeting House at 9:00. There is no need to sort what goes into these bags. Please tie them shut and leave them alongside the road. Leave bulky items such as tires along with the trash bags. We will pick up the bags along Town roads on Saturday afternoon, and the State highway crews will be picking up bags on the State roads the following week.
 
You may pick up the trash along your own section of road, or meet with other volunteers at the Meeting House at 9:00 to help clean up a stretch of problem roads, such as Nashua Road. Please turn out and help to clean up our Town!

Hearing - Proposed Ordinance

The Sharon Selectmen will hold a public hearing to discuss a proposed ordinance concerning the question of whether animals, excluding service animals, should be prohibited from entering the Sharon Meeting House. 

The hearing will be held as part of the regular Selectmen's meeting scheduled for 5:30 PM on Tuesday, April 7, 2015 at the Sharon Meeting House, 432 Route 123, Sharon, NH.

Proposed Zoning Ordinance - Small Wind Energy Systems

The Sharon Planning Board is proposing an addition to the town's Zoning Ordinances.  The new ordinance (Article XXIV) would regulate Small Wind Energy Systems.

The question will be on the ballot at Town Meeting on March 10, 2015.  Voting hours are 11:00 AM to 7:00 PM.  The deliberative session (Town Meeting) will begin at 8:00 PM.

Town Clerks Hours - Change of Date

Due to the impending winter storm, the Sharon Town Clerk will NOT be open for regularly scheduled hours on Tuesday, January 27.

Instead, the Town Clerk will be available:

  • Thursday, January 29
  • 5:00 to 7:00 PM
  • Sharon Meeting House

Budget Hearing

The Sharon Board of Selectmen will hold a hearing on February 3, 2015 to consider the 2015 budget for the town.
